Second opinion

A blocked file does not mean a lost file

You’ve worked with a consultant, a manager, or a lawyer before, and things didn’t go as planned — the file was left unfinished, communication broke down, or the documents submitted weren’t correct. It happens more often than you think, especially in an administrative system that demands precision and local knowledge.

There’s no need to start over and there’s no need to resign yourself to the situation. We pick up where we left off, assess what was done correctly and what needs to be corrected, and continue the process with the right documentation and procedure.

Below you will find the types of cases we handle most often.

Migration

Residency file blocked, rejected or incorrectly submitted by another manager. We evaluate the status of the file at General Directorate of Migration, we identify what is missing or what was submitted incorrectly and continue the process so that your application moves forward.

Banking

Bank account blocked or application rejected due to incomplete or incorrect documentation previously submitted. We reconstruct the file with the correct documents and resume the account opening or reactivation process.

Municipality

Building permits, commercial patents or local tax statements left unfinished. We take over the contact with the municipality, clarify the real status of the file and take the process to completion.

Civil / Notarial

Traspaso, deed or other notarial process stopped halfway. We check the documents already signed or filed, identify any errors and coordinate the correct completion of the process with a trusted notary.

Penal

File taken over from another lawyer, with no visible progress. We analyze the status of the case, communicate with the court or competent authority and determine the next steps together with you.

Hacienda

Incomplete RTN (Registro Tributario Nacional) registration, non-functional electronic invoice or tax returns left unfinished by a previous accountant or manager. We check the situation in the Oficina Virtual Tributaria (OVI), correct what was misconfigured and finalize the outstanding tax obligations.

CCSS

Incomplete employer registration, unfiled tax returns or unresolved company situations at the Caja Costarricense de Seguro Social. We clarify the real status of the file and complete the regularization process.

National Registry

Company formation or property registration stuck in the registry, even though the documents have already been signed. We check the status of the registration, identify what is missing and complete the registration process.

I prefer collaborating with serious people, who want to understand, not just “take a shortcut.”
If you have real questions and want to do things right, then yes, I’m the right person to help you.

FAQ

Frequently Asked Questions - Retrieve and Correct Blocked Folders

So Migración sent you a 'prevención' — what does that actually mean?

A Prevención It is an official notification whereby the General Defunctivar de Migración y Extranjería grants the applicant a strict legal term (usually 10 working days). To correct errors, submit missing documents or clarify issues in the file.

If your former consultant has disappeared or does not know how to meet the exact requirements of Prevención, your file will be definitively rejected. At OpenZone, we don’t guess what the institution wants; We go directly to the source, identify the substantive issue behind the notification and submit exactly the additional documents in the required legal format to unlock the process.

It depends on the status of the file. If the file is still in a state of analysis and has only received a correction notice, the fees initially paid remain valid. If the file has been definitively rejected (rechazado), state taxes are lost.

This is why you must act before the final decision of rejection. We take over the file from where it left off, analyze the receipts and documents submitted to the Tramite YA or physical platform, and save everything that can be saved to save you from additional costs and the process from scratch again.

We check the actual status of the direct blockage in the banking systems or in the Virtual Tributaria (OVI) office of the Ministry of Finance, identify configuration errors (such as electronic invoicing or non-declaration of RTN) and file the necessary corrections.

Online guides can’t tell you why a local bank has blocked your funds under money laundering rules (SUGEF). We know what doors to open and what kind of financial evidence the Costa Rican compliance inspectors accept. We strictly follow the particularities of your case to reactivate your account or business legally and quickly.

As local professionals, we have the legal and institutional capacity to request audiences, check national registries and query Costa Rica’s administrative databases (Migración, Municipalidad, Registro Nacional) on the basis of a powers of attorney.

You don’t have to get stuck in uncertainty. Even if you don’t have the physical documents with you because they stayed with the old consultant, we can reconstruct your file history from the state institutions and take full control of your legal situation.
