One of the first questions someone moving to Costa Rica asks is: “What will I drive with?” Here, a car isn’t a luxury. Outside the Central Valley, public transportation is scarce, distances are long, and without a car, daily life becomes complicated.

Driver’s License in Costa Rica – for expats who choose to settle in Costa Rica, mobility is quickly becoming an absolute priority. Beyond the urban boundaries of the central valley, public transport infrastructure is often deficient, and long distances transform the personal car from comfort into a vital daily necessity. In this context, one of the first bureaucratic challenges faced by the newcomers concerns the legality of the right to drive.

The general rule is simple, but it hides strict administrative nuances:

  • Tourist status: Foreign citizens can drive on public roads on the basis of the national or international permit exclusively during the period in which their residence visa is valid.
  • Resident status: With obtaining residency, Costa Rican law requires the exchange of foreign documents to a local one. The process is known as homologacion And, as a major advantage, it does not require taking new theoretical or practical exams.

Although the legal framework seems easy at first glance, its practical application involves a series of bureaucratic traps, some of which are not stipulated in official guides. In the continuation of this material, we analyze in detail the eight essential stages and the unseen criteria of the road transition process.

Until recently, foreign citizens visiting Costa Rica faced a major legislative inconsistency between the immigration and road regime. While the General Directorate of Migration could grant a stay of up to 180 days, the Traffic Law limited the right to drive on the basis of a foreign permit to a maximum of 90 days.

This legal asymmetry placed many drivers illegally after the 91st day, often without them realizing the risk.

The situation was remedied by Law no. 10591, entered into force at the end of 2024, which partially reformed Article 91 of the Traffic Law (Ley no. 9078). The new regulation aligns leadership rights with migration status and introduces a number of simplifications and facilities:

  • Driving period synchronization: The right to drive on the national territory is strictly correlated with the period of legal stay entered in the passport (through the entry stamp) or in the Digital Border Register.
  • Digital Format Recognition: The road authorities are obliged to accept driving licenses in digital format, if the issuing state officially uses this system, eliminating the obligation to hold the physical document.
  • Compliance with categories: The right to drive is strictly limited to the categories listed on the document of origin (for example, category B does not confer the right to drive heavy commercial vehicles).
  • Extensive tourist mobility facilities (ATV and light motorcycles): Holders of a standard driving license (equivalent to Costa Rica category B-1) are allowed to drive, exclusively on secondary roads, the following types of vehicles:
    • scooters (bicimotos) and motorcycles with a displacement of up to 125 cc (or a maximum power of 11 kW for electric and hybrid models).
    • tricycles and ATV vehicles (Cuatricyclos) with a displacement of up to 500 cc.

Equal sanctioning regime: Foreign drivers are subject to the same Highway Code and the same amounts of fines as Costa Rican citizens.

The applicant is no longer considered a tourist, is no longer obliged to leave the country at the expiration of the initial visa and is exempted from the fines for exceeding the stay. However, The legality of the stay does not automatically equate to the legality of driving on public roads.

Institutional conflict: Migración versus Cosevi

In road practice, the right to drive on the basis of a foreign license remains strictly conditional on the validity of the entry stamp applied to the passport. From the perspective of the transit police (Policía de tránsito), once the term entered in that stamp has expired, the right to use the foreign license ceases, regardless of whether the driver has an active and provisionally approved immigration file.

This anomaly comes from a coordinating vacuum: the law of migration and the law of movement are two distinct legal bodies, administered by different institutions that do not correlate their databases or competences. The General Directorate of Migration exclusively decides the right of presence on the territory of the state, while the Road Safety Council (Cosevi) and the General Directorate of Road Education strictly regulate the traffic conditions. The payment of the category change fee (in the amount of USD 200) and the holding of the file number exclusively protect the immigrant status, being completely irrelevant in a road control.

Legal and financial risks on public roads

Drivers caught in traffic after the expiration of the tourist visa, even with proof of submission of the residence file, are exposed to severe sanctions:

  • Contraventional sanctions: Substantial fines for driving a vehicle without valid documents.
  • Administrative measures: Immobilization and detention of the car by the police in aggravating cases.
  • Cancellation of insurance policies: In the event of a road accident, the insurance companies will refuse compensation, invoking the nullity of the insured’s right to drive.
Administrative Reality of September 2026: How long does processing take?

Temporary License "SR"

To support applicants pending residency, the General Directorate of Road Education (education) offers the option of changing the foreign permit before issuing the final identity document. The procedure requires the submission of proof of submission of the residency file and a certification of the migratory status issued by migración (worth $30).

The result is a temporary Costa Rican license marked with the sign “SR” (in the absence of a DIMEX number). This document is issued only once, having a fixed validity of 6 months. If the residence is approved, the holder requests the update of the data with the new DIMEX number; In case of rejection, the license cannot be renewed.

Although at first glance the measure seems like a lifeline for drivers, a detailed analysis of administrative costs demonstrates a different financial reality. The “SR” procedure doubles most logistics charges, as can be seen in the table below:

Therefore, a license valid for only 6 months will expire long before the applicant takes possession of the Dimex card. The user pays almost double to finally return to the exact point: file being analyzed, tourist visa expired and the absence of a legal right to drive.

Exceptions to the rule: The SR procedure remains recommended only in two specific scenarios:

  • Absolute daily dependence on a short-term vehicle, assuming cost asymmetry.
  • The foreign driver’s license is approaching the expiration date. Changing it to Costa Rica while it is still valid avoids the much higher costs of a renewal in the home country.
Focus Romania: the technical blocking of the license without a QR code

For Romanian citizens, the road to the SR license meets an additional bureaucratic obstacle. The current models of driving licenses issued in Romania do not have a QR code, an essential element for instant digital verification by Costa Rican officials. Consequently, the file must include an official proof of authenticity.

This is where a veritable administrative vicious circle comes in:

  • The Romanian State is liberated through the consular service “Checking the authenticity of the driver’s license” through the econsulat.ro platform exclusively to persons who provide proof of legal residence abroad.
  • Proof of residence automatically means holding the Dimex Card and a passport with the domicile established abroad (CRDS).
  • Obtaining the CRDS passport is conditioned by the existence of Dimex and involves expensive trips to Mexico (Costa Rica does not host an embassy of Romania), there is also the risk of a file refusal at the consular level.

Perspective: For an applicant in the SR license phase (without DIMEX), obtaining consular verification in the classical ways is practically impossible.

Homologation based on Dimex Card

Standard procedure and removal of old restrictions

Obtaining the official residency document (Dimex) marks the transition to a simplified and predictable administrative procedure. From this moment, the legal status of the foreign citizen on the territory of Costa Rica is fully consolidated, eliminating the specific vulnerabilities of the transition period.

Dismantling Legislative Myths: Eliminating Minimum Stay Terms

A frequent problem in the digital space is online guides or communities that propagate anachronistic legal information. Many sources still mention the obligation of an uninterrupted stay of “3 months and one day” or a term of “91 days after the issuance of Dimex” before they can request the exchange of the permit.

In reality, these conditions have been repealed. starting with the month August 2024, Any holder of a valid Dimex card may initiate the procedure of homologacion immediately. This flexibility has been officially reconfirmed at the legislative level through Law no. 10591, which amended Article 91 of the Traffic Law. General Directorate of Road Education (education) currently explicitly stipulates the absence of any minimum preliminary residence threshold.

Also, from the moment of acquiring the formal residence, the history of the entry stamps in the passport loses its relevance in relation to the road authorities. The DIMEX card is the only necessary and sufficient proof of the legality of the statute on the national territory, and civil servants cannot refuse to process the file on the grounds that the initial tourist visa has expired.

Benefits and obligations in the exchange process

The mechanism of homologacion It is designed as a mutual recognition of leadership skills, providing major logistical exemptions but maintaining strict safety criteria:

  • Administrative exonerations: The applicant is fully exempted from the obligation to complete the road education course, as well as from taking the official exams (both theoretical and practical).
  • Maintained legal obligations: The exchange does not exclude the completion of the medical and logistical stages. The file must contain a car medical certificate (Dictamen Médico) valid, along with all other documents specific to the requested permit category.

The required documents

Standard procedures and management of special situations

Official Nomenclature of the General Directorate of Road Education (education) is expanded, being designed to cover all possible legal variables. To simplify the administrative approach, we have structured the requirements into two broad categories: mandatory documents for all applicants and supporting documents for specific cases.

Mandatory documents for all applicants

Each exchange dossier must contain the following valid items in the optimal state of preservation:

  • Migratory Identity Document: the DIMEX card in the original (physical or in official digital format) or the extension decision issued by the General Directorate of Migration. In the case of the temporary procedure, proof of possession of the file requesting the migratory status is presented (SR).
  • Foreign driver’s license: The original document, in the validity period. Damaged, broken or illegible identification documents are automatically rejected from processing.
  • Verification of the authenticity of the permit: education subject each document to a security filter.
    • Fast system: If the permit holds a QR code, barcode or is registered in a publicly verifiable database online by officials, validation is done instantly.
    • Consular/State System: In the absence of these digital elements (the case of Romanian permits), it is mandatory to attach a certification of authenticity issued by the authority of origin (apostilled and translated) or an official attestation issued by the consulate of the issuing country in Costa Rica.
  • National Passport or ID: This document is no longer required for the verification of visas, but exclusively as an element of legal connection (concordance of name, surname and nationality) between the applicant and the state that issued the driver’s license.
  • The official translation of the permit: Documents written in a language other than Spanish require a translation made by a translator authorized by the Ministry of Foreign Affairs and Cult (Ministerio de Relaciones Exteriores y Culto) from Costa Rica. The digital format is accepted and is transmitted directly through the institution’s electronic channels.
    • Exception 1 (absence of authorized translator): The translation carried out by the diplomatic mission of the country of origin is accepted, accompanied by a certificate from the local foreign ministry certifying the non-existence of an official translator for the respective language.
    • Exception 2 (absence of diplomatic representation): A free translation accompanied by a notarized self-responsible declaration is allowed, along with the Costa Rican MFA certification regarding the absence of both links (translator and embassy).
  • Digital Medical Certificate (Dictamen Médico): The document must be issued in electronic format by a doctor registered in the College of Doctors and Surgeons of Costa Rica. Its legal validity is maximum 180 days At the appointment date, and the standard rate varies between ₡21,800 and ₡24,000.
  • Unstained local road record: The applicant must not register penalties for serious misconduct (categories A or B) in the last 12 months, have not committed traffic offenses provided for in Article 254 bis of the Criminal Code and have all traffic fines paid up to date.
The regime of special situations and professional permits

Certain files require additional legal evidence to be presented to clarify inconsistencies or to validate higher categories:

  • Name discrepancies (marriage/adoption): If the name on the foreign license differs from the one written on the Dimex card, it is mandatory to present the marriage certificate or the official name change act, legally translated into Spanish.
  • Permits issued by third countries: In the situation where a citizen (for example, Romanian) holds a permit issued by another country (eg Spain or Italy), he must prove with official documents (residence, work permit or studies) that he lived legally in that state at the time of obtaining the document.
  • Documents renewed after entering the country: If the foreign permit has been exchanged or renewed in the country of origin during a visit, its legality must be certified by digital platforms, a consular certificate or certified by the issuing authority.
  • Equivalence of professional categories (B-2, B-3, B-4, C-1, C-2): For the right to practice in the transport of heavy goods or people, the legislation imposes strict thresholds of age and experience:
    • Category B-2: At least 20 years old and 2 years of proven experience.
    • Categories B-3 and B-4: Minimum 22 years and 3 years experience.
    • Categories C-1 and C-2 (public transport): minimum 21 years, 3 years of experience and mandatory graduation from the basic course of road education for public transport. External experience can be recognized for the equivalent categories B-4 and C, but the completion of the specific technical course remains mandatory.

Logistics recommendation: For administrative safety reasons, education expressly requests the attachment of a complete set of photocopies for all original documents included in the file. 

The chronological steps of the process

The transition to a Costa Rican driver’s license follows a strict administrative algorithm. In order to ensure the successful completion of the approach in an optimal time, applicants must go through the following four steps in chronological order:

Prior medical assessment (Dictamen Médico)

The initiation of the process necessarily begins with obtaining the digital medical certificate from an authorized professional. Considering the dynamics of appointments, it is essential that the applicant monitors the legal validity of the document of 180 days, ensuring that he is active even on the day set for filing the file. 

Planning the visit to the General Directorate of Road Education

The exchange of the permit is a strictly personal procedure and requires the physical presence of the holder, access to the premises being conditioned exclusively by the possession of a prior appointment.

  • Costs and Accessibility: The appointment service is completely free, does not require creating a user account or using a password and does not require advance payments.
  • Official Platform: The time frame is booked exclusively online, being available 24/7 on the institutional portal: servicios.educacionvial.go.cr

network of headquarters and waiting times: The procedure can be performed in any of the 13 branches of education from the territory of the country. In most regional offices, the waiting time for a free seat is a maximum of one week, while in San José (headquarters) it can reach 15 days.

Presentation at the counter and rigor of documents

The punctuality and compliance of the file are the pillars of this stage. The analysis of official data highlights a worrying rate of absenteeism and unpreparedness: in the first nine months of 2025, out of the total of 16,442 registered appointments, approximately 3,000 requests (18%) were canceled either because of non-appearance, or because of incomplete files or with non-compliant documents. 

The rejection of the file in this phase entails the cancellation of the procedure and forces the applicant to resume the entire flow, starting with obtaining a new online appointment. All the documents presented must be original, within the validity period and accompanied by the related set of photocopies.

Completion of the procedure and printing of the document (BCR)

Immediately after the validation and approval of the file by the inspectors education, the applicant must contact an authorized unit of Banco de Costa Rica (BCR) for the physical issuance of the permit. The printing fee is ₡5,000 (to which the related bank commission is added).

An element of administrative modernization introduced by the 2024 legislative package aims at making traffic controls more flexible. Currently, the legal framework no longer imposes the absolute obligation to physically hold the Costa Rican driver’s license at the time of the control.

Following this road reform, the transit police agents (Policía de tránsito) are equipped with the necessary technical means to verify the existence and validity of the right to drive by questioning central digital databases. However, from a strictly practical perspective and to avoid possible technical malfunctions of communication systems in rural or isolated areas, the authorities recommend maintaining the physical document on the driver.

Local Permit Certification Procedure

If a driver holds a Costa Rican driver’s license and intends to prove his/her competences or validity of the document in Romania or another country, the General Directorate of Road Education (education) provides an official certification mechanism. The issuance of this document is centralized and involves strict logistical requirements: 

  • Costs and tax stamps: Paying a fee of ₡600 at an authorized bank and attaching two archive stamps with the value of ₡5 each.
  • Required documents: valid identity document (accompanied by a photocopy intended for official signing and stamping) and the compliant copy of the license or licenses subject to certification.
  • Term and Location: The document is issued within 3 working days and exclusively at the Drivers Accreditation Department of the headquarters located in Paso Ancho, San José.

Third-party representation: The submission or collection of documents by another person is conditioned by the presentation of a notarized power of attorney or a legal power of attorney.

Certification for national use (employers, NIS or other local institutions)

For internal actions on the territory of Costa Rica, the procedure is decentralized:

  • Costs: bank charge of ₡600 and a single archive stamp of ₡5.
  • Location and Processing: The request can be submitted in any of the 13 regional offices of education, and the document is issued in the course of the next working day. .
